Advanced Notice for GSA MAS Refresh 29 and Upcoming Mass Modification - CHANGE FROM PPT TO FCP, ET AL

The General Services Administration (GSA) Federal Acquisition Service (FAS) is planning to issue GSA Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001 - Refresh # 29 in August 2025. Outlined below are the upcoming changes associated with Solicitation 47QSMD20R0001 - Refresh # 29:

NOTE: The mass modification applying the changes associated with Refresh 29 is to be accepted by the subject contractor no later than 90 days after the mod has been issued.

A: Changes to Overall MAS Solicitation: 

  1. In anticipation of the upcoming FAS Catalog Platform (FCP) transition, the Price Proposal Template (PPT) for Products will be replaced by the FCP Product File and Price Proposal Template (PPT) for Services & Training and the PPT for “541930 Translation and interpretation services and 611630 linguistic training and education” will be replaced by the FCP Services Plus File.

  2. Add a note to GSAR clause 552.238-103 ELECTRONIC COMMERCE (MAY 2019) emphasizing that contractors must adhere to GSA’s established catalog requirements, and include a reference to where detailed instructions and guidance can be found.

  3. Add a new consolidated clause, GSAR 552.238-120, to replace legacy Economic Price Adjustment (EPA) clauses 552.216-70 and I-FSS-969

  4. Complete transition of the 19 retired Small Business Set-Aside (SBSA) SINs by removing them from the MAS Solicitation and associated documents

  5. Implement revisions to SCP-FSS-001 Instructions Applicable to All Offerors

  6. Incorporate clause and provision updates in GSAR Change 187.

Multi-Billion Dollar GSA OneGov Agreement with Microsoft Brings Steep Discounts for Microsoft 365, Copilot, and Azure Cloud Services

The agreement enables agencies to leverage the benefits of a unified pricing approach to drive down costs and increase innovation, helping propel the U.S. federal workforce into the AI era

WASHINGTON — Today, the U.S. General Services Administration (GSA) announced a significant advancement in its OneGov Strategy with a new agreement with Microsoft to lower costs for critical infrastructure and power the next era of AI and interoperability for the federal government.

Through this strategic partnership, Microsoft will provide discounts across its suite of cloud services, including; Microsoft 365, Copilot, Azure Cloud Services, Dynamics 365, as well as cybersecurity and monitoring tools, with potential savings of $3.1 billion in the first year. Most notably, the offer makes Microsoft 365 Copilot available at no cost for up to 12 months for Microsoft G5 customers. The agreement will enable agencies to leverage the benefits of a unified pricing approach to drive down costs and increase innovation while propelling the country into the AI era.

Microsoft 365 G3 and G5 are government-specific licensing plans with different levels of security and features. G5 is specifically designed for environments needing advanced security and includes additional features like real-time intelligence reporting, threat protection, Power BI Pro, and advanced enterprise telephony capabilities.

Additional offerings through the agreement include significant discounts for:

Microsoft Sentinel and Azure Monitoring.
Entra ID Governance as part of GSA’s and our industry partner’s commitment to working on tenant-to-tenant interoperability issues.
Dynamics 365 at no cost for up to one year for eligible workloads.
Implementation, Adoption, and Optimization Workshops.
Federal agencies can opt-in to any or all of these offers through September 2026 with discounted pricing available for up to 36 months for certain products.

A key component of the government’s ability to deal with cyber threats is a right-sized and effective federal and contractor cyber workforce.

To plan well, agencies need to accurately track their cyber workforce resources. They must also evaluate their efforts to build and maintain cyber workforces.

However, most of the 23 agencies in our review couldn’t tell us the size and cost of their cyber workforce. Their tallies of at least 63,934 federal and 4,151 contractor staff at an annual cost of $14.6 billion were incomplete.

Recommendations

GAO is making four recommendations to ONCD to address workforce data gaps, quality assurance, cyber staff identification, and efforts to assess effectiveness. ONCD neither agreed nor disagreed with the recommendations.

Recommendations for Executive Action 

The National Cyber Director, in collaboration with OMB and other federal agencies as appropriate, should expeditiously take steps to address gaps in cyber workforce size and cost data used by agency-level CIOs and CHCOs. (Recommendation 1)

What GAO Found

The federal cyber workforce consists of federal employees and contractors who perform IT, cybersecurity, and cyber-related functions. Federal guidance from the Office of Management and Budget (OMB) and Office of Personnel Management (OPM) call for having quality workforce data at the agency-level. In its 2023 cyber workforce strategy, the Office of the National Cyber Director (ONCD) also emphasized the importance of high-quality data for workforce management.

However, most agencies did not have quality information on their component-level and contractor cyber workforce. As a result, they could not accurately identify the size and cost of their cyber workforce. Using information readily available to agency-level offices, agencies reported at least 63,934 federal and 4,151 contractor staff at an annual cost of at least $9.3 billion and $5.2 billion, respectively, as of April 2024. However, these amounts are incomplete and unreliable and do not reflect the full size and cost of the cyber workforce.

A significant gap is that 22 of the 23 agencies reported partial or no data on their contractor cyber workforce. Further, 19 of 23 agencies did not have a documented quality assurance process to ensure accurate data. Also, 17 of 23 agencies lacked standardized procedures for identifying cyber employees. Until ONCD addresses these factors, it cannot ensure that agencies will have the information needed to support workforce decisions. This is especially important during administration transitions when new leadership needs assurance that the federal government is prepared and cyber-ready.

Twenty-two of the 23 agencies reported using various initiatives to help strengthen their federal cyber workforce through hiring/recruiting, reskilling/training, and retention efforts.
